Recall notices are annoying interrupts

I’d like to have a panel to configure auto-complete options.

  • if chance of discovery is medium or greater, then just do the Full Recall
  • if chance of discovery is low AND Quiet Recall is >= $30 million, then do quiet recall, else Do Nothing

Also, I’ll be damned if these aren’t common. I am running 8 factories and am receiving 3-6 recall interrupts every year. I feel like the nothing-recalls ought to just be a recurring expense, and the only recalls brought to the player’s attention are the big “Toyota Prius accelerator gets stuck and kills people” or the “Tesla battery explodes and burns car”. These interrupts ought to be events with serious impacts to the company’s reputation.
