Sway Bar Penalty in 1940s Cars?

Well, how can I get a Penalty for not using Sway Bars in an Era in which Sway Bars were unheard off outside of 18 ton Trucks and Race Cars?

Simple: because those cars would have benefited from a swaybar. Automation is about absolute technical stats and their perception relative to competition on the market. It is not that the tech was unknown.

Not necessarily. On Cobble and Dirt Roads Sway Bars reduce the Ride Quality considerably. And of course, fitting them requires Space and is More Expensive than not fitting any at all. They also have bearings and bushings that wear and have to be replaced.
When I build a Car for the 3rd World, trust me, they don’t need Sway Bars.

And when I build a 700kg Car with a 1l Engine and 27hp, in that Morris Minor Shell, the CoG is low enough for Body Roll not to be a concern.

Here in Europe Sway Bars simply were not common in Small Cars well into the 90s. And even my 2007 Corsa based Combo only has one in the Front.

Yes, our Cars leaned in Turns, but the Road Conditions simply didn’t merit it outside of some Sport Spec Cars.

At 4:00 that Upspec Alfasud, a Sporty Car back then without Sway Bars leansed like a Mother and was still Popular, until they rusted away. https://www.youtube.com/watch?v=Jf4ODyNDck0&list=PLodrXXriU_DkQc0pLVxUWPE2_vVFpc3hg

Just look at this Kadett B. It was praised as a well handling Car, and it lifts its Front Wheels going in that Circle at 7:30 https://www.youtube.com/watch?v=5M1Y7gC0vkE&list=PLodrXXriU_DkQc0pLVxUWPE2_vVFpc3hg&index=21
