Well if i went to germany and got one of those, i’d have to register it here which would mean i’d have to pay a hell lotta tax unless i drove around a lot with it before coming back because then it’d be considered a moving car.

I believe he means a car that is considered by law not to be bought with intention of importing it to Finland, but with an intention of driving it in the foreign country (and then taken to Finland with the owner moving to Finland)
