It’s UK mpg. US mpg is around 71 MPG, I know the original goal was 3 liters ( actual fuel economy is around 3.3l) like the 3L lupo but was kind of hard to reach (and I don’t want to cheese more than I’d want to).
Can you clarify the lower two priorities? Driving experience - do you want it to taste like nothing or like something good? Size - is more better with other things constant, or is too big just too big and itself undesirable?

This Just means He is looking for a neutral no-thrills driving Experience. Of course If you can make it “better” that can be a decider.
Size:
As written, He does Not require a big vehicle. And really doesnt need a Car which is Just big for the Sake of being big

If you want to get as close as possible to a sportscar without being bankrupted by fuel costs, the inevitability of your car being stolen every time you park anywhere & barbaric insurance costs, then this piece of Japanese engineering may be the answer, the Esize.
Whilst a 1.3 may not sound like the sportiest choice, it still delivers surprisingly brisk performance, a top speed of 130MPH* and even an MPG figure of 65MPG [UK].
A prime candidate then, to be entirely forgotten by the time production ends due to low sales.

Performance
Now, while it obviously doesn’t have any of the electrical assistance like the Hybrid, it’s petrol components are still rather similar, including its 1.3L I4 making ~86 PS, paired to its highly efficient Continuously Variable Transmission and FWD which manages to send it to 100 km/h in 9.6s, which also gives it a top speed of ~225 km/h, making it an ample cruiser as well.
It also reaches the most stringent standards of emissions, WES 11, so you can still have some peace of mind if you’re particularly eco-conscious!

The Constellation N1 1.0HFE. Practical Efficiency.
Efficiency. The 1.0HFE, or “High Fuel Efficiency” trim of the N1 takes everything you would expect from an N1 and optimizes it for fuel efficiency. Estimated fuel efficiency is 3.4L/100 km combined. Power is still adequate for highway merges and high-speed travel, with acceleration from a standstill to 100 km/h recorded in 13.2 seconds. With a sixth gear for extreme overdrive, highway cruising speeds can typically be maintained at relaxed engine speeds in the range of 1,500 to 2,000 rpm, which means greater efficiency on long trips.
Reliability. Even with technologies such as variable valve timing and variable valve lift integrated for enhanced efficiency, the engine is built to a specification of over 550,000 km, on average, without a mechanical failure, the transmission is built to a targeted lifespan of over 950,000 km, and the vehicle as a whole is built to specification of over 300,000 km, on average, without any mechanical failure. Safety. The best way to stay safe on the road is to avoid a collision in the first place, which is why electronic stability control comes standard to assist with maintaining vehicle control during sudden or emergency maneuvers. And should a crash occur, unlike other vehicles that might use aluminum or other exotic, lightweight materials to maximize fuel efficiency, the N1 is constructed with advanced high-strength steel and a reinforced safety cage, with aluminum found only in certain non-structural body panels to reduce weight and increase efficiency.
