Kinda yeah. Boost pressure can be found when testing your engine, in the bottom left of the screen. The boost you have set must be achieved before 60% of max rpm.
Only if you also see 5.0 next to a quality slider. In the image here it would be a $6.500 penalty, because 8 ‘research points’ were used to use Variable Hydraulic steering.
Setting the techpool at a value equal or greater than 5 doesn’t give the penalty, only using parts that are unlocked with that usage of techpool will.

Yes correct. As stated in a previous post, techpool is mainly there so people can add quality to components without it costing 5 billion extra.

Both would not get a penalty. Only in the second case, there would be a penalty if the number was either 5.0, 6.0 or 7.0 (since techpool is set at +7)
