Off road will not be taken into account. The middle ground car idea is mainly for the type of car. The stats given are the only ones you would really have to care about

The rules are still being debated, I highly doubt a deadline is yet set.

But if it is, maybe having a ballpark figure for production and engineering time could give a better idea of what the central committee want.
Of course the objective is to do better than the request, still having some more specific guidelines can be useful.
Also, there will be some bonus to use 85 octane unleaded instead of the maximum 91 octane?
If I am 100% honoust with you, I wouldn’t really know what numbers to aim for. Therefore I ask from you to go as low as possible. And a good idea to give a small bonus to 85 octane. They will recieve a bonus of 1 point.

1 point in a 1000 point scale is nothing, 1 point on a scale of 10 points is a lot.

They both used leaded and unleaded. However trying to use the same fuel for everything would seem more logical from a logistical perspective. So unleaded it is.
