Never used it, so I can’t honestly say yes or no.

TNP still uses Windows 7. (I do. Never really seen a need to downgrade my UI from Desktop to Tablet with 8, and never really seen a reason to jump to 10.)

Possibly, but it depends on the year and what you’d want out of it. But I’m not that good at building cars.
