That refers to the combined tech pool budget (which is separate from, and must not be confused with, quality) for the engine and trim. As long as you don’t spend more than this on tech pool, you’ll be fine.

The time doesn’t matter here, it might run a 7:45, it might run a 8:00, it might run 6:00. that just means a penalty. NOT matching the power to weight is a BIN how hard is that to understand
If it helps, I asked about the same thing a while back, and the host confirmed it: the power/weight ratio has to be within range.
yeah I have 1080kg AWD with minimal power to weight and still almost 2 second too fast
