why cant i choose any of the options here
You cannot be building a car to change those measurements. Need to be on the main menu.

Are you entering the settings menu by clicking the settings button on the first screen of the game or the pause menu? If you are clicking this one then something has broken somehow.
You shouldnt even be able to get into the measurements tab when not using the main menu settings UI, so it may pay to delete this file:
C:\Users\[your username]\AppData\Local\AutomationGame\Saved\SaveGames\UnitSettings427.sav
