I looked around in the files and I don’t think it’s going to be super simple as it seems that all the wheels are stored in one .kdb file instead of multiple .kjc files.
But, I’ll let Andrew confirm what is possible or not as I have no idea what this implies.
Although I really hope that wheels are or will be modable.

As said, not yet possible to add them to the game in an easy way like other fixtures. Give it some time. I got a couple of rims ready to make, too. Those are pretty easy

P.S: Since the latest update, I can’t upload the fhotos created in Automation directly: I need to open with Photoshop, save as *.png (the same format that Automation), and upload).

Skip the badge, and claim they are Plexi/polycarbon rim centers? 
I reccomend that you use imgur when sharing pictures, it’s much simpler IMHO as you just have to go on imgur.com and then drag and drop your file on the webpage.

No. Only I copied and paste a badge file, rename, and select ingame. Any transparent material.
Well, i cheated.
If you go here: C:\Program Files (x86)\Steam\SteamApps\common\Automation\assets\meshes\Wheels\Base\Textures, and play a bit with “WheelNut.png” file, you can change the colour of the steel wheels…just create a new png. file with the colour you like!
Or, you can copy-paste another picture of a wheel, and make it like this!
Now, rename the original file “WheelNut.png” to “WheelNut1.png” and then use the file attached here: WheelNut.zip (1.89 MB)
If you are handy, you can create an almost perfect replica of an existing wheel…
