A couple of questions:
Why aren’t you planning to use the tracks from this community? Do people even upload tracks outside these forums? (Google suggests the answer is ‘no’.) Tracks take a while to make and also some know-how, even with the track builder, so if you want them created from scratch you’ll be waiting weeks if not months. If you’re unhappy with the tracks that are mostly created by cobaltgirl07, they’re explicitly OK to tweak with updated track information.
You can still use BROBOT, it’s just a matter of asking Der Bayer to run the cars for you. I’d recommend this given what you’re hoping to do. The downside is that you wouldn’t have complete control over when the race results are released, and submission and tuning for each track would become more complicated. But personally, ever since BROBOT came out, using random no. Generation is likely to be less popular, though I’d wait to see what others say.
Finally, this would be a HUGE undertaking. I don’t know what your real life is like, but how do you expect to get both this and your magazine done in anything approaching a timely fashion?
One thing you have to remember is that I am not doing this currently and that I won’t be doing this until my first magazine issue is done. I am also hiring people to work for my magazine and that will help me a lot! Also, the thing about B.R.O.B.O.T is interesting so if he would run the races that would be really awesome! But I am not doing this now so I am good for stuff like the magazine.
And I will also use some tracks from the community. It is just that I want to use some other tracks from other places so I can get skilled at making tracks using TrackEdit. So don’t worry about that!

You don’t think the engines should be 1.6-1.8 Liters? In addition to it bring more realistic, 4-5 Liter engines can’t make use of the high revs that well, and it results in a lot of wasted power. Smaller engines make a much better use of the high revs.
Well I have been able to use a 4.6L V6 Turbo that meets all regulations, and makes over 1400hp.
I’ve got 1500 Horsepower actually. It’s always at lower revs though, like 8800RPM, and it really messes up with the power curve, especially when the turbos call off boost. By redline the engines are probably making 500 Horsepower.
By 10000 RPM my engine is making about 1140 hp. That is just my engine though. I had to do a bit of tuning to the turbocharger.
To make it more realistic, I will change the rules. Now only 1.6-1.8L V6 Turbo’s are allowed.
I also noticed that it helps reliability and economy.

I’m much better at engine building than I am at suspension tuning, I had just already designed a motor that met the original specifications.
