Will you be able to play campaign mode without having to worry about hiring engineers? Let’s call it “Wimp Mode” 
And then again were you do hire engineers? i.e realistic mode.

I don’t know how well that would work but I guess it would be possible to just not have any staff as an option for a campaign. Note though that your engineers also do your research

Of all the things you could do to make the game simpler and easier in an easy mode, I don’t think hiring engineers would be one of them. That’s one of the fairly simple aspects of the game IMO.
