We are discussing community features like this, yes. If they make it into the game / to some external platform remains to be seen. 
community is going into every game these days, so would be nice to see a feature like that
like - your friend makes a new car, you get a note and can laugh about that 1.1 liter engine and so on
Maybe even buy the designs off of him, so he makes cash as you produce cars with hsi blueprint of engines or cardesign?
