Ground detail level might fix it, depends on where exactly you are on the map.
Small Factory, Big etc.

My graphic settings are legendary and %150
Can confirm also having this issue with both small factory and huge factory photo scenes. The roads outside of the small factory still work (forest road, hilltop, highway) along with the “middle of nowhere” in huge factory, however when placing cars in either factory perimeter they sink into the ground as shown above. This has been an issue with the huge factory since its release however small factory never had this issue until recently.
I am running the game on maximum graphics settings.
