Not to crap all over your work, but I mean… 1300PU? 100RON fuel? At that point, nothing is impossible.
it’s a 10.5:1 AFR on a turbo engine with a +15 quality slider. Sorry, it’s not exactly hard.
The hard part is making such thing usable 
PU and ET is too high anyway, it would have to be a one off engine.
I made a production car with 2299cc V8 twin turbo flatplane that easily went almost 500 hp on 98 fuel. So well.
I think the idea here was to do with high redline and specific output. Automation isn’t designed for such things but it’s starting to approach the kinds of engines seen in the Senna et al. era of F1 (Lotus 98T engine running 4 bar of boost gets around 600bhp at around 11krpm… Run it at 5.5 bar and bump the rev limiter to 12k and its closer to 900). Of course they were good for about two laps before they grenades, so.
Would be hilarious attempting to recreate a race series with that kind of engine.
