Did you leave it on leaded fuel perhaps? Leaded fuel is incompatible with cat converters.
Keep in mind that the 70s were a time that emissions standards were particularly hard to meet without ruining the car. Keeping them strict would be realistic.
I had no problem getting WES6 right away on my test mules with only a 2way cat, and the engine sizes and materials vary a lot!
I dont think there is anything else to adjust, so take another look at the rules cuz something might have changed and check the utility calculator.

How do I lower peak torque RPM?
PS, is the spreadsheet working right, for some reason when I change tire size the utility score doesnât change, additionally I lose utility points for increasing ATS size
Less agressive cam profile, smaller carbs, smaller manifold, smaller headers, smaller exhaustâŚ
The cell for tyre diameter is just to compare with what was added in ATS to find the real final drive.
So when increasing wheel size in ATS it effectively lowers your final drive since you need to cover more distance per revolution, hence less utility, Automation compensates for this when changing wheel sizes in engineering but not on ATS.
One of my doubts was if wheel diameter should affect the utility stat when all the ratios are automatically adjusted by the game, but I dont know if I could include it in a balanced way.

Could you please have used anything other than excel for the Stat ZIP. I have been fighting to get this to work for an hour already!

Iâm done (and pleased) with my creation,
being new on this platform Iâm unsure how to submit though.

You should be able to click on Rubensisâs name and it will give you an option to send a message. You can attach your .car to that message.
If the message option doesnât show, you will need to spend some more time looking around the forum to gain the âtrust levelâ needed to unlock that option.
